Each action has specific requirements. You must check the local rules of the court you are in, and also the California Code of Civil Procedure and the California Civil Code.
What procedure would you use to request a change of venue in a court that is totally bias against everything you have brought forward. This regards a conservatorship case where the county resident is guilty of elder abuse and the court and public guardian sanction that abuse. The opposing party has been put down, ignored at every venue. Plus the judge set aside a Legally binding Mediation agreement without notice and ignored his own order (twice) to go to mediation.
